The San Joaquin Area Flood Control Agency(SJAFCA) retained EPS to assist in funding 200-year flood protection improvements in the Mossdale Tract Area, which encompasses land in the Cities of Lathrop, Manteca, and Stockton, and the County of San Joaquin (County).
EPS prepared an Infrastructure Financing Plan(IFP) describing the details of a new Enhanced Infrastructure Financing District (EIFD) in accordance with current State of California EIFD law. The Mossdale Tract Area EIFD will be an important tool for SJAFCA to generate a portion of the funding necessary to implement 200‑year flood improvements and to allow the affected entities to make findings towards adequate progress per State law. The affected cities and County each adopted resolutions to establish the EIFD and the EIFD Public Financing Authority (PFA) adopted the EIFD IFP in July 2022.
