The City of Waco and TIF Board sought the development of a strategic plan to maximize return on investments made in downtown over the remainder of the TIF District life. EPS assessed market potentials and development opportunities within the TIF District boundary including the downtown core, Brazos River front zone, and edge of the TIF District bordering Baylor University. The TIF Investment Strategy identified a prioritized list of projects and investments for use of remaining TIF resources plus the anticipated revenues to be collected over the remaining years of the TIF District to address market gaps and attract additional private investment.
