Emilio is an urban planner with previous experience in land use planning, environmental review, entitlements, and active transportation. At EPS, he leverages this experience and training on projects in EPS’s key practice areas of housing policy, public finance, and economic development.
Emilio joined EPS’s Sacramento office in 2021 with a passion for assisting public agencies’ and private actors’ plans and projects to create more sustainable and vibrant urban environments. He has a Masters Degree in Urban and Regional Planning from UCLA and a Bachelor’s Degree in Environmental Studies and Earth Sciences from UC Santa Cruz. When not analyzing public finances or the latest Census Bureau data release, Emilio can usually be found cooking, gardening, or playing soccer.
