Luke joined EPS in 2019 after working in Iowa City’s Planning Department, bringing experience in economic impact analysis, public sector planning, and spatial analysis. During his time at EPS, he has become a skilled practitioner in most of EPS’ practice areas, gravitating toward complex quantitative analysis and modeling to support studies that forecast fiscal outcomes, analyze real estate market and financial feasibility, and establish development impact fee programs.
While primarily centered around California’s Bay Area, Luke’s project experience also includes work performed for clients across California as well as in Texas, Ohio, and Michigan. He has built comprehensive fiscal impact analysis models for the cities of Fresno, Redwood City, and Milpitas, created land development cash flow models for large public/private developments in San Francisco, Cleveland, and Detroit, managed retail demand analysis projects throughout Silicon Valley for major tech companies, and has played a key role in economic impact studies for a wide variety of wind and solar energy projects across California. Luke holds a Bachelor of Business Administration and a Master of Science in Urban and Regional Planning from The University of Iowa.
When Luke is not spending his time pulling debris out of his dog Charlie’s mouth, you can find him on the golf course unsuccessfully trying to fix his slice.
